The design and construction standards of inland watercraft are lower than those of seagoing ships. Since inland river vessels are positioned to navigate inland rivers at the beginning of the design, considering the low level of inland river winds and waves, they do not have high requirements on ship structure, ship navigation instruments and equipment, and the overall design and construction requirements are lower than sea-going vessels. The hydrological and meteorological conditions in the sea area are more complicated than inland waters. Sea navigation is very windy, especially in tropical cyclones, cold waves and windy seasons. Compared with sea-going ships, inland watercrafts are smaller in size, less equipment, simple to operate, and require lower skill requirements for crew members. At the same time, in the training and assessment process of inland watercraft crews, they are more targeted at the corresponding inland waters, and they do not have the relevant knowledge and ability to navigate in the seas, which is likely to cause accidents.
